Anyone who’s ever used Joomla has noticed sometimes it’s difficult to properly place a Joomla module in its position. Sometimes the module order for a given position seems orderly, and sometimes there are numerous modules all assigned the number “0″ (that’s ZERO), closely followed by one each in the numbers 1, 2, 3, 4, etc… positions.

That’s not a big deal, until you try to re-arrange the module order. Try changing the order on a “zero” Joomla module and you’ll find the finished results on your website front end don’t always match the order you need.
This multiple zero issue started when you installed those “extra” modules in your Joomla website. Whenever you install a new module to your site, Joomla automatically adds a copy of it to your “left” module position (at the bottom of the order). It’s very easy to use that brand new unpublished module, but doing so will result in if being caught in the “zero” trap, because it will be auto-assigned the number zero.
Instead, delete that brand new unpublished module in your Joomla Module Manager. Don’t worry, the module install you did is still there. Now click “New” from the top of your Module Manager and you’ll see it listed in the module type listing. Just select it, then complete the rest of the new module. When you’re finished, you”ll find that your manually created module has been assigned a real number in the position listing. This will make it much easier to change the order in that module position.
UPDATE:
Either we discovered a new way to get around the “zero” issue, or they fixed a bug with a new Joomla version. Either way, the best method is shown below:

What I did to solve this, is create a copy of one of your “zero modules” and delete that copy. For some reason, when a copy is created, they are all given numbers. You will have to re-order them, though.
